In addition to the natural threats to a tree, such as weather, bugs, etc., there are many additional things that can restrict a tree's growth in an urban environment. Among these possibilities, roads, parkinglots, plumbing, etc., can restrict the roots from growing bigger and forming a base for the tree. There are also a lot of other threats such as pesticides and everyday pollution that impede a tree's growth.
